The University Grants Commission (UGC) has issued an advisory to Open Universities across India. The advisory encourages these institutions to start offering 4-year undergraduate programs through Open and Distance Learning (ODL) mode. This move is part of the implementation of the National Education Policy (NEP) 2020.
Key Highlights
- Implementation of NEP 2020: The NEP 2020 emphasizes innovation and flexibility in higher education. It aims to meet the diverse needs of students by introducing multidisciplinary and flexible curricular structures.
- Role of Open Universities: Open Universities play a crucial role in increasing the Gross Enrollment Ratio (GER) in higher education. They provide accessible and flexible learning opportunities to a diverse student population.
- Inclusivity in Education: The UGC believes that students enrolled in ODL and online modes should also benefit from the reforms envisioned in NEP 2020. This ensures they have equal opportunities compared to students in traditional classroom settings.
Advisory Details
- Launching New Programs: Open Universities are advised to launch new 4-year undergraduate programs. They need to apply afresh as per the UGC (Open and Distance Learning Programs and Online Programs) Regulations, 2020 and its amendments.
- Converting Existing Programs: Universities can also convert existing 3-year undergraduate degree programs into 4-year programs. This aligns with the NEP 2020’s objectives and should begin from the academic session starting in July-August 2024.
- Curriculum Modification: Implementing the 4-year programs requires modifications in syllabus and curriculum. Universities should align with the existing UGC National Credit Framework and the National Higher Education Qualification Framework (NHEQF).
- Skill-Based Programs and Indian Knowledge System: The new curriculum should include mandatory courses on skill development and the Indian Knowledge System. There should be credit rationalization for major and minor courses.
- Exit Provisions for Learners: The programs should offer flexible exit options for students, allowing them to leave the program at different stages with appropriate qualifications.
Steps for Implementation
- Revision of Program Project Report (PPR): Universities need to update their PPRs to reflect the new program structure and content.
- Updating Self-Learning Materials (SLM): Learning materials must be revised to meet the new curriculum requirements.
- Approval from Statutory Bodies: The revised PPR and SLM need approval from the institution’s statutory bodies before implementation.
Conclusion
The UGC’s advisory is a significant step towards making higher education more inclusive and flexible. By adopting 4-year undergraduate programs, Open Universities can provide students with a more comprehensive education. This aligns with the NEP 2020’s vision of a holistic and multidisciplinary approach to learning.
Students enrolled in ODL programs can look forward to enhanced learning opportunities starting from the July-August 2024 academic session.
